July 2013 Board Report

Illinois Valley Community College trustees approved a $41.6 million tentative budget Tuesday that has $7.35 million in revenues and expenditures for the ongoing Community Instructional Center project which includes construction of the Peter Miller Community Technology Center.

The budget has $41,672,430 in revenues – an 11.8 percent decrease from fiscal 2013 – and $43,392,146 in expenditures – an 11.1 percent decrease.

Operating revenue is $22,502,516 compared to last year’s $21,008,138, an increase of $1,494,378 or 7.1 percent. Operating expenditures are $22,475,516 compared to last year’s $20,981,138, an increase of $1,494,378, or 7.1 percent.

“The January opening of the Peter Miller Community Technology Center will have minimal impact on our operating budget but will give us the space and the opportunity to grow enrollments in high-demand programs,” said IVCC President Jerry Corcoran.

The board will vote on final approval of the budget following a public hearing at 6:30 p.m. Tuesday, Aug. 20.

In other business, the board approved:

  • The purchase of $54,400 in janitorial supplies from Interline Brands of Peoria and $17,963 in elevator maintenance services from ThyssenKrupp Elevator Corporation of Peoria.
  • Purchase of a TESA Micro-Hite 3D Coordinate Measuring Machine (CMM) from Iverson & Company of Des Plaines for $18,849. The CMM, an INAM grant-funded purchase, will be used in the CTC by manufacturing technology, CNC and machinist tool and die students to check the accuracy of the parts they are making, said Associate Vice President for Academic Affairs and Dean of Workforce Development Sue Isermann.
  • Purchase of 22 Boxlight Projectowrite3 interactive projectors and accessories and installation from Haddock Education Technologies and Haddock Computers of Wichita, Kans., for $40,321. The equipment will be mounted in new CTC and east campus classrooms.
  • The proposal of Waste Management of Illinois (in Ottawa) for waste disposal and recycling for $12,715.
  • Payment of a $48,544 premium to renew the student athletic and catastrophic student athletic insurance coverage through August 2014.
  • Accepted with regret the resignations of English instructor Mark Brown and controller Patrick Berry. Both had worked at IVCC four years. Brown is relocating for employment in Michigan and Berry has accepted a position in Princeton.
  • Release of closed session minutes from March 17, 1999, May 23, 2007, July 19, 2011, Aug. 23, 2011 and March 19.
  • Annual radio advertising contracts totaling $69,230 with NRG Media of Ottawa, La Salle County Broadcasting of Oglesby, The Radio Group (Studstill Media) of Peru and WZOE of Princeton.

Trustees also learned:

  • Work in the circle drop-off is progressing well with concrete curbs having been poured and asphalt to be laid by the end of July, Corcoran reported.
  • Construction trailers have been moved, metal panels are being installed and roof copings will be finished soon, he added.  Date of substantial completion for east campus phase 2 is Oct. 22.
  • A total of 21 students are expected to participate in the 5 p.m. Tuesday, July 23 Licensed Practical Nurse (LPN) pinning ceremony in the gymnasium.
  • The Foundation’s 17th annual golf outing begins with a continental breakfast at 8 a.m. Friday at Spring Creek Golf Course. The event is sponsored by Hometown National Bank of La Salle.
  • The capital campaign in support of equipment and technology for the CTC is going well, Corcoran said. “We’ve had donations at just about every level and we plan to recognize all donations of $250 or more permanently and prominently on a display near the main entrance,” he added. The deadline to be placed on the donor wall is July 31.
  • Judy Kurtz, administrative assistant in the facilities department the past 23 years, will retire effective Sept. 1.
  • Part-time administrative assistant in adult education Carol Wheeler resigned to take a full-time position in the counseling department at Sauk Valley Community College effective July 22. Wheeler hopes to continue as a part-time instructor at IVCC.
  • IVCC employee Janna Bentley has been hired as help desk specialist and Jason Goode of Ottawa as interim head baseball coach. Goode is an Assistant La Salle County State’s Attorney.
  • Resignation letters from four-year head women’s basketball coach Pat Cinotte and longtime women’s assistant Rex Shanyfelt were included in the board packet.
  • St. Margaret’s Health will provide trainers for men’s and women’s tennis, women’s basketball and baseball. Illinois Valley Community Hospital will provide trainers for men’s basketball, volleyball, golf and softball. “We appreciate the willingness of St. Margaret’s and IVCH to work together for the benefit our athletic programs,” said Associate Vice President for Student Services Tracy Morris.
  • A new nursing admission formula has been developed for incoming high school students based on the students’ weighted score on a pre-nursing assessment, high school GPA, core courses completed and optional points for students who have completed required general education courses. The plan will be implemented in fall 2014, said Dean of Health Professions and Interim Director of Nursing Bonnie Campbell.
