July 2004 Board Meeting Report
Jerry Corcoran, Vice President for Business Services and Finance, and Cheryl Roelfsema, Controller, presented the tentative fiscal year 2005 budget to the Illinois Valley Community College board Wednesday night.
The operating budget of $17,385,310 is balanced and based upon the following assumptions: projected reimbursed credit hours of 74,641; estimated equalized assessed valuation growth of 2.74 percent; state apportionment of $2.5 million; continuing eligibility for an equalization grant; and corporate personal property replacement tax revenue of $661,025.
The final budget will be submitted for approval at the August 25 board meeting.
In other action, the board approved a new certificate in phlebotomy. This certificate is being implemented to prepare students to work in the collection and transportation of blood and other specimens as well as clinical, technical and clerical duties within a health care facility. Employment is available in hospitals, medical and diagnostic laboratories, nursing homes, long-term centers, physicians’ offices and ambulatory health care centers.
"Higher turnover, health care shortages and retirement of the so-called Baby Boom generation open many jobs in the field," said Sue Isermann, Associate Vice President for Career Education, in a report filed with the board.
Among the many things Jean Goodnow, IVCC president, reviewed with the board in her monthly update was the tornado preparedness of the college.
"With the recent tornado warnings on Tuesday, July 13, our Safety Services team, administration and employees did an excellent job of moving everyone on our campus to safety," Goodnow said.
Goodnow also told the board that 100 percent of IVCC’s July 2003 certificate LPN graduates passed their state licensing examination on the first attempt.
In addition, board members heard a nursing program presentation by Gloria Bouxsein, dean of Health Professions.
"There are currently 37 students on the waiting list to enter the Associate Degree Nursing (RN) program in fall of 2004. Of these 37 students, only six have completed their co-requisite general education requirements for the limited-admission nursing program," Bouxsein said.
The Illinois Valley labor market projections, enrollment, completion patterns and requirements of external accrediting agencies also were presented.
Harold Barnes, director of Information and Technology Services, and Emily Vescogni, director of Learning Technologies, presented the Information Technology Strategic Plan.
"This strategic information technology plan will help guide the college for the next three years. We strive to maintain technology in a fiscally responsible and cost effective manner. This plan will be updated yearly, so it remains current with emerging technologies," said Barnes.
In other business, the board approved leasing two 2000 Sterling Silverstar tractor/trailers from Crossroads Truck Rental and Leasing of Springfield, Ill., for 36 months for the truck driver training program.
The board also:
- Approved four faculty appointments: Tara L. Lyons, Writing Center and composition instructor; Lora S. Valilauskas, psychology instructor; Judith R. Whitley, sociology instructor; Karen Zeilman, art and studio art instructor; and staff members Cheryl L. Joseph, director of the Learning Ladder program in Princeton, and Margaret Blair, Sheridan program coordinator.
- Accepted the staff retirements of Sandra R. Donahue, interim library director, and Jack Lunn, part-time custodian.
- Accepted the resignations of Jeanne Sikora, part-time library technician; Steve Crick, women’s tennis coach; Bob Koopmann, head baseball coach; and John Cruz, assistant baseball coach.
