Step One

Open Photoshop and create a new image with the following dimensions: Width: 300 pixels Height: 300 pixels Resolution: 72 pixels per inch Mode: RGB color Contents: Background Color

Step Two

Use the text tool to add a new layer that displays your text.    

Step Three

Try adding a drop shadow to the layer using the layer menu and effects and drop shadow options.

Step Four

Repeat the process for additional text layers.

Step Five

Add additional layers of graphics or buttons.

Step Six

Save the picture as a JPEG image.

Step Seven

Create hotspots to hyperlink the images to the corresponding pages.  Learn how to create hotspots in the Creating Hotspots in FrontPage section.
